Gandhi made 1000 people become the British Ambulance Corps because, he wanted them to remain loyal to the British. Those 1000 people would take the injuryed off the fighting feild.

Teh Boer Republic Transvaal, was under British control and attempted to register all Indians. Gandhi and others refused to and their refusal became the first nonviolent/non-cooperation by Indian minority.
