The board of Education had an obligation to provide education for all students, regardless of disability. -
Congressional Investigation
Congress launched an investigation into status of children with disabilities and found that millions of children were not receiving an appropriate education and legislation was introduced in Congress for the right to education for all handicapped children. -

This law had a focus to ensure that children with disabilities had access to an education and due process of law. Congress also added in some special procedures that would protect the rights of children and their parents. -
Board of education v. Rowley
This Act gives education to all handicapped children no matter what the circumstance may be. It started from Amy Rowley who was a deaf student who was denied education with sign language. -
Americans with Disabilities Act
This helps the needs of people with disabilities and prohibits discrimination in schools, employment, and public services. -
No Child Left Behind
This act called for schools to be accountable for academic performances of all students, disabilities or not. This provides encouragement for schools to show progress in students with special needs and help students seek alternative options if the school is not meeting the child's academic, social, and emotional needs. -
Individuals with Disabilities Education Improvement
There was an increase of focus towards accountability on children with disabilities. Also, there are emphases on readings, research, and early invention based on special education teachers being highly educated.
