The court ruled that no parent, family member, or friend should have to pay for a disabled child's education. Children with disabilities should receive an education free of cost.

    PARC V. Commonwealth of Pennsylvania
    Pennsylvania Association for Retarded Children challenged the public excluding individuals with mental retardation access to public education. The court ruled that the state was not allowed to "deny to any mentally retarded child access to a free public program of education and training. " This was an important event in giving those with a disability more equality.
