The First African Free school
African Americans in the 18th century didn’t have many educational opportunities, especially in the deep south. In fact. In South Carolina in 1740 that made it unlawful to teach a “slave”. The situation was better in the North, and the first African Free School was opened in New York City in 1787.

Creation of the Head Start Program

Title IX
Title IX requires schools to adopt and publish grievance procedures for students to file complaints of sex discrimination, including complaints of sexual harassment or sexual violence. Schools can use general disciplinary procedures to address complaints of sex discrimination.

Individuals with Disabilities Education Act (IDEA)
IDEA gives children with disabilities the right to gain an education and have services provided for them. Before EHA (the old IDEA) the fate of many individuals with disabilities was likely dim. Many individuals lived in state institutions for persons with intellectual disabilities or mental illness.

Before NCLB, many schools didn’t focus on the progress of disadvantaged students. The goal of NCLB was to provide more education opportunities for students. The four main groups the organization focused on were students in poverty, students of color, Students receiving special education services, and those who speak and understand limited or no English.
