This case ruled that separate schooling is not equal. As a result of the omission of race in the ruling, parents of students with disabilities were able to use this case to challenge the ways in which their children were being separated in the education system. -

Funding of the Physically Disabled Students Program
The Physically Disabled Students Program was funded as a part of a national initiative for minority students. This program facilitated independent living for disabled students. This, in turn, changed the way that people conceptualized the needs and issues central to the lives of disabled people. -
Exposes on the Willowbrook State School
Journalists went to and wrote exposes on the Willowbrook State School in NYC and aired these exposes on television. This brought a large degree of attention to the inhumane conditions present in many of these institutions. These exposes resulted in a class-action lawsuit for reforms and greater awareness of civil rights for people with disabilities. -
Congressional Investigation
This investigation was launched to determine whether or not the needs of students with disabilities were being met in schools. This investigation found that over 50% of students with disabilities were either not in school or were receiving a substandard education. -
Section 504 of the Vocational Rehabilitation Act
This act barred discrimination in employment or in any programs that received federal financial aid. It also mandated affirmative action in employment and established the Access Board. However, there were not regulations in place that specified what exactly constituted as discrimination. -
Free Appropriate Public Education Act
This act upheld the rights of the school to determine what special education supports and services would be provided to a child. This act did not specify that a child be entitled to services seeking a maximum or potential benefit. -
The Americans with Disabilities Act
This act specified the protection of individuals discriminated against on the perception of disability and prohibited discrimination against persons with a disability or perceived disability in both private and public sectors. This act also provided that the federal government play a central role in the enforcement of this act. -
