    Margarethe Schurz created the first American kindergarten in Watertown, Wisconsin. She did so for her immigrant German community. This later caught the attention of Elizabeth Peabody, who started the first American English-language kindergarten in Boston in 1860.

    "Title one" was a provision of the Elementary and Secondary Education Act, which was created by the U.S. Department of Education to distribute funds to schools and districts with a large number of students from low-income families, to create programs for special needs that may not otherwise be properly supported.

    Education for All Handicapped Children Act
    The first special education law directed at students with physical and mental disabilities. The law stated that public schools must provide children with special needs with the same opportunities for education as other children. It also required any public school that received federal funds to provide one free meal a day for these children.
