Germany, Austria-Hungary, and Italy allied together. They promised eachother that in case of war they would support one another. They did this in order to isolate France. -

Germany and Russia entered into a secret alliance. They signed a treaty called the Reinsurance Treaty. This treaty stated that each country would stay nuetral if they entered into a war with another power. However they did not need to follow the treaty if Germany attacked France or Russia attacked Austria. -

When Wilhelm first became in control, he fired Otto von Bismark. He changed foreign policy by voiding the alliance system. This alliance system helped to maintain peace. He insisted that Germany heavily increase thier armed forces, specifically the navy. He wanted his navy to be equally as big, if not bigger, as Britain's forces. -
