This wasn't only a promise between countries but a group of 3, fighting together, called the Triple Alliance.It was first created when an alliance developed from a mutual-defense pact between Germany and Austria-Hungary and soon Italy joined the two

    Rise of Kaiser Wilhelm II
    He became emperor of Germany in 1888 following the death of Frederick II. Wilhelm was an extreme militaristic man, and believed in increasing the strength of Germany's armed forces was always necessary. He was one of the most recognizable public figures of World War I. In the summer of 1914, his verbal outbursts and his confidence of the title of Supreme War Lord helped diminish the case of those who blamed him for problems. He had a lot of power, generally in the armies.
