    Community Mental Health Act
    President John F. Kennedy signed the Community Mental Health Centers Construction Act. It provided federal funding to create community-based mental health facilities. They would provide prevention, early treatment, and ongoing care. The goal was to build one for every 125,000 to 250,000 people. That many centers would allow patients to remain close to their families and be integrated into society. But it ignored statistics that showed 75 percent of those in hospitals had no families

  • Parc Vs. Commenweath of PA

    PARC was the first significant challenge to laws around the country prohibiting or excluding students with mental disabilities from attending school alongside other children or even in special programs tailored to their needs. Before this case, many states had similar forms of legislation in place to prevent children with mental disabilities from receiving a free public education.

Board of Education of District of Columbia was one of two important federal trial court rulings that helped to lay the foundation that eventually led to the passage of Section 504 Mills expanded the impact of the P.A.R.C. case beyond children with developmental disabilities. The Mills class action lawsuit was brought in 1972. The plaintiffs sought an injunction on the grounds that they had been denied their constitutional right to Due Process.

    The Passage of Public Law 94-142 Changed the Direction of Special Education Administration Leadership Practices to Include New Responsibilities for Implementing the New Federal Law Including LRE and FAPE Provisions. The Professional Literature Suggested Special Education Administration Preparation Was a Frequent Topic. Qualities, Attitudes, and Competencies Were Heightened in This Decade Along with State Certification Requirements.
  • Developement of Testbooks for Special Education Administrators

    Textbooks were developed by Burrello & Sage: Special Education Administrators Preparation Textbook and Nevin & Raske: General Education Administrators Preparation Textbook Focusing on Special Education Responsibilities of the General Educator. These textbooks established special and regular education as disciplines that work together to strenghten the rational for collaboration between the two leadership programs.
