    The U.S court of Columbia made a law for education purposes that students who were classified as "exceptional" were not going to be denied access to publicly funded educational opportunities.

    This act was passed to helped children with special needs and their families. This act was targeted more for children to be prepared before going to school. This law was to include infants and preschool children.     According to the article “Special Education Timeline”, This law granted courts authority to award attorneys fees to parents or guardians if they prevailed in their actions pursuant to the law. This is important because parents and the student should have the right to contribute to their future in education and being involved in their education plan.
