Supreme Court rules that segregation in public schools is unconstitutional -
Elementary and Secondary Education Act of 1965
Provided state federal money to states in order to improve opportunities for student who were disadvantaged. -
Education of The Handicapped Act of 1970
Provided state grants to help expand education programs for childrem with disabilities. Schools were also given Federal government money to help train special education teachers better. -

Standardized testing began. They began holding government responsible for the gains for students learning.
