  • Pennsylvania Association for Retarded Children V. Commonwealth of Pennsylvania Ruling (PARC V. Penn)

    Pennsylvania Association for Retarded Children V. Commonwealth of Pennsylvania Ruling (PARC V. Penn)
    PARC sued commonwealth of Pennsylvania since children with mental disabilities were denied equal quality of education and protection. This Act passed and called for students with disabilities to be placed in publicly funded schools that met their individual needs based on a professional evaluation.
  • Congressional Investigation

    Congressional Investigation
    Congress investigated status of children with disabilities to find that more than 8 million children were handicapped and only 3.9 million were receiving appropriate education. For 2.5 million children education was substandard and 1.75 million children with disabilities were not in school.
    A law was established giving all handicapped children the right to an education.
