Students with special needs are not recognized in public education. Most students with special needs at this time were sent to institutions or stayed at home instead of being allowed public education.

Elementary and Secondary Education Act (ESEA)
This initiated the help to low-income families, included free and reduced lunches, and added more teachers to disadvantaged communities. This also allowed children who need additional support to benefit from public education programs.

Vocational Rehabilitation Act (VRA)
This act defines "handicapped person" and "appropriate education" and prohibits discrimination against students with disabilities in federally funded programs.

Education for All Handicapped Children Act (EAHCA)
This act is known as the mainstreaming law and requires states to provide a free and appropriate public education for children with disabilities. This was also when IEPs came into action for students and "least restrictive environment" is defined.

Education of the Handicapped Act Amendments
This act required states to extend free and appropriate educcation to children with disailities and establishes early intervention programs for infants and toddlers.

Americans with Disabilities Act (ADA)
This act prohibits discrimination against people with disabilities, protects equal opportunity to employment, public services, accommodations, transportation, and telecommunications.

Individuals with Disabilities Education Act (IDEA)
This act renames and replaces EAHCA, establishes "people-first" language, extends special education services to include social work, assistive technology, and rehabilitation services, adds two new categories of disability (autism and traumatic brain injury), and requires states to educate students with disabilities for transition to employment.

Individuals with Disabilities Education Act (IDEA)
This act requires that all students with disabilities continue to receive services even if they have been expelled from school, allows special education staff to assist general education students when needed, requires a general education teacher to be a member of the IEP team, and requires students with disabilities to participate in statewide assessments.

No Child Left Behind Act (NCLB)
This act improves performance of schools by increasing the accountability for all students, in cluding those with special needs, provides more flexibility in how states use federal funds, and implements early reading interventions.

Individuals with Disabilities Education Improvement Act (IDEIA)
This Act allows districts to use a response-to-intervention (RTI) model for determining whether a child has a specific learning disability, increases federal funds to provide early intervention services to students who do not need special education, eliminates use of short-term objectives in an IEP, and raises standards for special education licensure.
