Special Education

  • Early Federal Response 1950-1970's

Two notable Acts implemented in the 1950's were the Captioned Films Acts of 1958 and the Training of Professional Personnel Act of 1959.
In the 1960's we saw a couple more Acts created, some provided specific training programs while others provided funding and grants to special education programs.
In the 1970'2 we saw two court cases that mandated that states have the responsibility to educate children with disabilities.
  • Education for All Handicapped Children Act (EHA)

This allowed every child with a disability access to a free appropriate public education. This also protected the rights of those children and their parents, it assisted the states in providing the education to these children, and it assured the effectiveness of the efforts to educate children with disabilities.
  • Earlier Intervention 1980-1990's

During the 1980's and 1990's the EHA started making amendments in order to cover kids with disabilities from an earlier age. Previously the services were for ages 3-21 but the services changed to be from birth.
  • Revised Regulations to IDEA 2000-now

At this point in time the Individuals with Disabilities Act went through a lot of reform. Regulations were implemented in order to strengthen implementation. Some example are: parental consent for continued services, allocation of funds, and positive efforts to employ individuals with disabilities.
