This was a letter that was issued as a diplomatic incident by the Spanish prime minister on this day. In the letter, he called President McKinley a 'week and feeble president' thus helping spark the war. -

Treaty of Paris
After the US seized most of the Spanish territories, the two nations decided to sign a peace treaty known as the Treaty of Paris. This ceeded Guam and Puerto Rico to the US and gave Cuba its independence. It also allowed the US to purchace the Phillipines from Spain.
