    Under the Civil COde, that Napolean created, all citizens were equal and hee retained the concept of opening government careers to more people. But, liberty was replaced by despotism that grew increasingly arbitrary. He banned books and shut down the majority of France's newspapers and insisted that that all manuscripts be subjected to government scrutiny. Even the mail was opened and inspected by the police. Napolean mostly destroyed the goals of the revolution, but preserved some.
