    The Elementary and Secondary Education Act was signed into law by Lyndon B. Johnson. This Act called for equal access to education for all students. It also called for federal funding to students disadvantage by poverty. This law gave parents the ability to have their child/children access to free educational help

    Public Law 99-457 was an amendment to all Handicapped Children Act, which mandated that individual state provide services to families of children born with disabilities from the time they are born. These services were not available until a child reached the age of three.

    Congress amended IDEA by calling for early intervention for students, greater accountability and improved educational outcomes, and raised the standard for instructors who teach special education classes. It also required states to give 15 percent of their special education funds towards general education if it was found that minority groups were placed in special education for reasons other than a disability.
