  • CT. School for the Deaf

    CT. School for the Deaf
    The first deaf school was actually established in Virginia in the 1780s, but it closed down shortly after. The Connecticut school is the first permanent school for the deaf which was developed by a wealthy surgeon (Cogswell) whos daughter was deafened as a child due to a fever. He felt that there was no real education for his daughter because there was no special way of teaching for the non hearing, Cogswell recruited a teacher from Paris because they were far more advanced in ASD.
  • Early Special Education Programs

    Before the 1940s not many special ed. programs were found, one of the first special ed programs which was for the deaf was to help children at risk of misconduct. This was geared for children who lived in the urban slums, which what they were taught was manual training instead of general education. By 1890 many students knew how to do carpentry, metal work, sew and cook .

    The U.S supreme court ruled that it was okay for races to be separated as long as they were equal, when this was decided it was not taken into consideration the quality of the facilities.School buildings, books, and the education that was provided for the white children was better then those of minorities. This case stems out into special education as a disability was looked as a minority class and unfortunately was not given the same opportunity in education.

    The Handicapped Children’s Early Education Assistance Act PL 90-538 funded programs for children with disabilities. Court decisions were made to established the responsibility of states to educate children with disabilities just the same as everyone else. This new law provided over 100 programs that assisted in preschool aged handicapped.
  • Mills v. Board of ed. District of Columbia

    Mills v. Board of ed. District of Columbia
    Public law 94-142 in its decision the court found that free Public education services or services given by private facilities must be provided for students with special needs no matter the cost. The board of education did not provide the proper schooling which violated the boards regulations. This law not only privided free public education but it also needs to have the proper training to the child's learning capabilities.
  • Section 504 of Rehabilitation Act enacted

    504 is similar to ADA and IDEA and they do work together but they are not the same act. What section 504 does is prohibit discrimination against people who have disabilities in federal financial assistance. Section 504 works with ADA and IDEA to protects adults and children with disabilities from having unfair treatment in jobs, and schools.
  • Individuals with Disabilities Act

    IDEA secures that all children with an identified disability have an educations that helps them with their required need as well as helps the individual for employment and independent living. IDEA was known for education for all handicapped children act (EHA), in 1990 it was changed. The law states that disability is a natural part of life and in no way should a person's rights be taken away because of it. Improving special education is necessary to ensure an opportunity to a dependent life.

    The NCLD helps ensure that anyone with a disability is well equipped to live independently through school and work and every day life. NCLD is useful for providing information as well as advocating research and programs to provide effective learning. A program that NCLD has is "GET READY TO READ!" and it helps build literacy skills for preschool children .

This law is in important in special education because the public school system is giving civil rights protection to people with disabilities. Disabilities covered under ADA are deafness, blindness, diabetes, cancer etc.
  • No Child Left Behind

    No Child Left Behind act requires states to test students in reading and math in 3rd to 8th grade as well as one time during high-school. NCLB requires that every child be tested, the IEP decides how the student will take part in the evaluation. A student with a disability falls under one of four subgroups and the state must show proficient yearly progress.
