History of Special Education Issues

  • Beattie vs. Board of Education in Wisconsin

The first event in my timeline of issues in special education is the decision of the Wisconsin Supreme Court deciding that a student could be excluded from a public education classroom due to a disability. This disability was not typically a mental one but physical
abnormalities that student might have had that made the teacher uncomfortable. This shows one of the starts of special education history that there was clear issue.
  • Council for Exceptional Children

The Council for Exceptional Children is apart of mine special education history issues as it was one of the first organizations that adovacated for special education children. This council focused and still focuses on making sure that children with special needs recieve FAPE. References:

  • National Association of Retarded Citizens or the "Arc"

National Association of Retarded Citizens or now known as the "Arc"
is a family of related agencies that work together to support individuals with disabilities throughout life and advocate for their inclusion in the community. This was created with help of 23 individual advocacies who all same interest in mind. References:

  • Brown vs. Board

Separate but equal is no more but is it? This is an issue in not only the civil rights movement and racism but also in special education. This case was the start of the idea that people regardless of race, gender, or ability have the right to public education. This is not much of an issue within special education but the start of the belief that all students regardless of ability show have the same opportunity, which is why it is so important to special education history.
  • Elementary and Secondary Education Act

Signed by President L.B.J. at the time this Act allowed for sand schools allow to create programs for students with disabilities. This did not make it a law for schools to have special education programs in place this is why I added it to the history of special education issues.

  • Pennsylvania Association for Retarded Children v. Commonwealth of Pennsylvania

This was important for the history of special education issues because it was one of the first breakviews. The overall verdict of this case was that court ruled that the state could'nt deny an individual's right to equal access to education based on an intellectual or developmental disability status.
