The First Special Education School
American Asylum in Hartford, Connecticut was founded in April 15, 1817, by Mason F. Cogswell, M.D. American Asylum was the first permanent education and instruction for the deaf and mute in America. The school started with seven students and quickly grow to thirty-three within the first year. The first Principal of this school was Rev, Thomas H. Brown V. Board of Education
In 1954 the Supreme Court ruled that racial segregation of black students in public schools was unconstitutional. Brown vs. Board of Education ruled that “separate but equal” education was not equal at all. The Court ruled that black students were being “deprived of the equal protection of laws guaranteed by the 14th Amendment.” -
Vocational Rehabilitation Act
This federal law proves states grants to help support employment, vocational services and client assistance for people with disabilities. The 1973 Act requires government to hire and promote workers with disabilities. It also prohibits discrimination and provided equal access to training and other opportunities. -
Education of Handicapped Act Amendment
October 8, 1986, President Reagan signed the Education of Handicapped Act Amendment law. This act requires states to extend free and appropriate education for preschool children with disabilities ages three through five. This law also establishes early intervention programs for infants and toddlers with disabilities. -
Individuals with Disabilities Education Act
Individuals with Disabilities Education Act (IDEA) law gives children with disabilities free public education and extend special education services and transition services to students with disabilities. This law also provides due process and confidentiality for students and parents. This law also requires general education teachers to be members of the IEP. -
Americans with Disabilities Act
The Americans with Disabilities Act became a civil rights law in 1990. This law prohibits discrimination against individuals with disabilities in all areas, school, work, and public life. Individuals with Disabilities Education Act
This law requires schools to ensure that students with disabilities have access to the general education curriculum. It allows states to extend use of developmental delay category up to nine years old. This law also requires students with disabilities to continue to receive services, even if they are expelled from school. -

No Child Left Behind Act
President George W. Bush signed into law No Child Left Behind Act on January 8, 2002. This law holds schools accountable for students learning and achievements. This Act focus on boosting the performance of specific groups of students. -
Individuals with Disabilities Education Improvement Act
This improved IDEA Act allows districts to use RTI model to determine if a child has a specific learning disability. This act also provides more federal funding to provide early intervention services to students. It eliminates short term objectives in an IEP and raises standards for special education licensure.
