    The Council for Exceptional Children or the CEC was created by educators attending Columbia Universities Teacher College. This council recognized how standards uses to define special education were crucial. This was a primary aim of the organization and it was the first formation of a group to advocate for disabled children.
  • Brown v. Board

    Segregation of students with disabilities in schools was ruled to be unconstitutional. This case was a major turning point in the inclusion of special education into the school system. Brown v. Board fought for many to have equal acces to education.

    Mills v. Board of Education of the District of Columbia
    This case was presented to advocate for children with disabilities. It was ruled that no child should be denied a public education because of handicap or disability.
  • The Education for all Handicapped Children Act

    The Education for all Handicapped Children Act

  • The Rowley Decision

    The Rowley Decision
    The rowley decision dated that the potential of each student needed to be considered to create an IEP for each student. This allows students access to a more individualized educational path. Schools were not required to provide free special education to all students.

    The National Center for Learning assists parents in involvement with their childs education. It promoted research and programs to implement effective learning in schools. This center was a major breakthrough in special education.
  • Americans with Disabilities Act

    Americans with Disabilities Act
    This became a law in 1990 prohibiting discrimination of individuals with disabilities. This extended to all areas of the public including jobs, schools, transportation, etc. Thai law allowed disables individuals to equal opportunity.

    This act determines how states and public agencies provide necessary services to youth who are eligible. This makes free public education accessible to any child. It also provides them with services they may need to be successful.
