    Florida Education Finance Program
    Florida Education Finance Program (FEFP) effective in the 1973-74 school year. Programs for students with handicaps under the age of 3 became available. The purpose of the FEFP is to guarantee each student the availability of programs and services appropriate to their educational needs.

  • Free Appropriate Public Education (FAPE)

    Section 504 of the Rehabilitation Act states that individuals with disabilities may not be excluded from any program or activity from an institution receiving federal aid. FAPE
  • Educational Amendments Act

    Educational Amendments Act
    The Educational Amendments Act grants federal funds to states for programming for exceptional learners and provides the first federal funding for states that have gifted/talented programs. The Act also grants students and families the right of due process in special education placement.
  • Education for All Handicapped Children Act (EAHCA)

    Education for All Handicapped Children Act (EAHCA)
    The Education for All Handicapped Children Act (EAHCA) requires states to provide a free and appropriate public education for students with disabilities from ages 5 to 18. EAHCA also requires schools to utilize individualized education programs (IEPs) for students with special needs. EAHCA also requires that schools place students with special needs in the least restrictive environment (LRE) as possible.

  • Federal Education of All Handicapped Children Act

    Federal Education of All Handicapped Children Act
    FLDOE mandated programs for Gifted Education and the Federal Education of All Handicapped Children Act was enacted. The Federal Education of All Handicapped Children Act required states to evaluate students with disabilities and work with parents to create educational plans for the student. It also required all public schools receiving federal aid to create an equal environment.

    National Center for Learning Disabilities (NCLD) Founded
    The mission of the NCLD is to improve the lives of individuals living with learning and attention disabilities. The NCLD advocates for equal rights and opportunities for those with disabilities. The NCLD website provides resources for parents, young adults, professionals, and educators about awareness of learning and attention disabilities in order to promote equality through understanding.     Americans with Disabilities Act
    Prohibits discrimination of individuals with disabilities, equal opportunity, and definition of disability to include individuals with AIDS. The ADA is applicable in schools, workplaces, restaurants, and businesses. Under ADA, anyone with a physical or mental impairment are protected from discrimination.

    Individuals with Disabilities Education Act (IDEA)
    The Individuals with Disabilities Education Act (IDEA) ensures services and programs to children with disabilities nationwide. Children ages birth-2 and their families receive early intervention services. Children ages 3-21 receive special education services and other related services. IDEA also requires that students with special needs be in the least restrictive environment (LRE) as much as possible.

  • Individuals with Disabilities Education Improvement Act (IDEIA)

    Individuals with Disabilities Education Improvement Act (IDEIA)
    Districts can utilize the response-to-intervention model (RTI) to determine if a child has a specific learning disability. This model doesn't require that a child have a severe discrepancy between achievement and intellectual ability to qualify. IDEIA increases federal funds to provide early intervention services, raises standards for special ed. licensure, and has policies to prevent disproportionate representation of students is special ed. by race and ethnicity.
