  • First American School for the Deaf

    The first American school for the deaf was established in Hartford, Connecticut. It was the first school in North America that was designed to education children with disabilities.
  • First School for the Blind

    The Perkins Institute for the Blind opened in 1829. It was the first school in the United States that was designed to teach indepence and literacy skills to the blind and visually impaired.
  • Beattie V. The Board of Education

    A student with a physical disability was expelled from school because of his drooling, facial tics and speech impairment. The Wisconsin Supreme Court ruled that students with disabilities can be excluded.
  • Council for Exceptional Children Established

    The Council for Exceptional Children was established as an advocay organization that focused on the development and protection of the rights of children with disabilities. They advocated for special education to become a professional practice to support individuals with disabilities.
  • Brown v. The Board of Education

    A supreme court case that ruled that "seperate but equal" racial segregation in schools was unconstitutional. This encouraged disability advocates to fight for the right of inclusion of students with disabilities in the public school setting.
  • Elementary and Secondary Education Act

    The law focused on providing education to all including the low income and students with disabilities. It provided funding for low-income schools, special education students and scholarships for student in poverty.
  • Pennsylvania Association for Retarted Children V. Pennsylvania

    A supreme court case that ruled that states cannot deny children the rights to a public education based on them having a developmental or intellectual disability.
  • Mills V. The Board of Education of District of Columbia

    A supreme court lawsuit against the Board of Education in the District of Columbia. The supreme court ruled that students with a mental, behavioral or physical disability have the right to a free public education.
  • Section 504 of the Rehabilitation Act

    Section 504 of the Rehabilitation Act makes it illegal to discriminate against an individual with a disability from participating in a program, or activity that receives funding from the federal government and they must provide reasonable accomodations .
  • Education for All Handicapped Children Act

    A Federal law that provides chidren with disabilites ages 3-21 access to a free and appropriate public education, access to evaluation and assessment of disabilities, development of individual educaiton plans, full involvement of parents in special educaiton meetings, procedural safeguards and allows for participation with typically developing peers.
  • Americans with Disabilities Act

    The American's with Disabilities Act is a civil rights law that prohibits discrimination against individuals with disabilities in all public places.
  • Individuals with Disabilities Education Act

    Updated and renamed version of the Education for All Handicapped Children Act. The federal law included FAPE, LRE, assessment and evaluation,procedural safeguards, and added transition planning as part of the IEP.
  • No Child Left Behind

    A Federal law that held public schools accountable for all students learning. The law established state standards that have high expectations for all students,mandated standardized assessments and required all teachers to be highly qualified. The goal was to ensure all students were proficient in reading and math by 2014.
  • Reauthorization of IDEA

    The Reauthorization of the Individuals with Disabilities Education Act but added elements such as Response to Intervention, changes in sections of the IEP, due process procedures and student discipline.
