    Mills v. Board of Education of District of Columbia (1972) was one of the cases that laid a pathway for the Individuals with Disabilities Education Act (IDEA). This was a case that extended the ruling of the P.A.R.C. (Pennsylvania Association for Retarded Children) that was held previously the same year.

    This was a Supreme Court case that was divided on the interpretation of the Education for All Handicapped Children Act of 1975. Amy Rowley was an 11-year-old deaf girl who's parents felt needed an interpreter but the courts found it was not the school's responsibility to provide one. The school was only responsible for offering equal learning opportunities with adequate services if needed.
