Why: They were formed to make the advances while the Government focused on other things.

Why: The share holders of many companies were losing faith in the economy and sold most of their shares. -
The Fair Employment Practice Committee is established
Who: A Committee that made people of any ethnic origin able to apply for any job.
What: On June 25, 1941, President Roosevelt signed Executive Order 8802, which banned “discrimination in the employment of workers in defense industries or government jobs because of race, religion, color, or national origin.” At the same time, the Fair Employment Practices Committee was established to help enforce the order.
