This was being discussed around the time of the fourth century. Aristotle could very well be one of the very first liberal thinkers of his time and greatly influenced the development of the liberalism we know today.

Thomas Hobbes specifically brought forth the idea of individualism and the equality of men and what later became to be know as the distinction between civil society and the state.

In which they are the bottom of the heap.
