Norway had been apart of the Kingdom of Denmark, but then was given to Sweden to avoid conflict. This angered Norway and they saw it as a chance to seek independence. Lincoln promised he would not interfer with the institution of slavery in the U.S. and gave rights to the states to determine there institutions.
