Training of Professional Personnel Act
This Law helped train leaders to educate children with what was then termed as, "mental retardation." -
Title VI of Elementary and Secondary Education Act
This Law required that a federal bureau be setup for the designing of Special Education Programs. While it did not mandate Special Education, it did setup a framework for later legislation that would, and thus, changed the focus towards actual change. -
Supreme Court Decisions
During this year, the court took the position that children with disabilities have an equal right to an education as their non0disabled peers. Again, there is no federal mandate that all disabled children had to go to school, this started to have a direct effect, in that some children with disabilities started to go to school. -
Section 504 of the Rehabilitation Act
This law protects qualified individuals from discrimination based on theri disability. This was the first National Law that was made towards the goal of special education. However, it was not widely publicized. -
The Educational for All Handicapped Children Act
This was the first law for Disabled Children, specifically disabled students. This granted and mandated that all school districts must educate students with disabilities. -
ADA and EACHA (IDEA) in 1990
The ADA adopted the 504 regulations and made it part of the national standard, This caused individual plans to become more widespread in school districts.
EAHCA is amneded and made many changes to the old law, transitional serrvices now become a part of the regulation. School districts are now required to look at outcomes and assit students with the transition to post-secondary life. -
EACHA = IDEA
The EACHA becomes the IDEA, and thus is reauthorized. An amendment calls for students with disabilities to be included on state and district wide testing, also regular education teachers must now serve on a students IEP team. -
IDEA Reauthorized
Several changes occur from the 1997 reauthorization. There becomes more accountability at the state and local level and more information is required. School districts must also provide adequate instruction.
