    Individual Rights-citizens have certain rights that the Gov. can't control
    John Locke talked about:
    -Natural Rights which means everyone is born with certain inalienable rights. Inalienable means you can't take away those rights.
    -State of Nature which is where there is no government poeple rule themselves
    -Social Compact which is an agreement that people will give up some rights and in return there government will protect them
    -these were used to create the constitution by our Founding Fathers

    *Domestic Issues *Securing the NW territory. The Native Americans where the biggest problem for us setting in the NW territory. *We also were in debt, so Hamilton came up with a plan, know as Hamilton's Financial plan. In this plan it said 1.paying off all war debts 2.Raising government revenues 3.Creating a National bank.

    *Articles of Confederation Gave Certains powers to the state and congress: *It gave congress the power to make laws, make peace, declare, make money. *It gave the states the power to tax and enforce laws. *Overall States had more power.

    *It gave more power to the states. So when congress made laws it was up to the states to enforce them.
    *States also were able to tax, so the government didn't make enough money to pay off debt.

The state department oversaw relationships between the U.S. and other countries. *For Secretary of War he appointed henry Knox. His job was to oversee the nations. *For Secretary of Treasury he appointed Alexander hamliton. He managed the Govs. Money *For Attorney General he appointed Edmund Randolph. He advise the Gov. on legal matters
