Three Prisons Act
It established the Federal Prison System (FPS), where they opened the first three federal prisons under the oversight of the Department of Justice. The USP McNeil Island, USP Atlanta, and USP Leavenworth (first to start hosing prisoners in 1906 in Kansas). -
First Parole in US
In 1907, New York became the first city to adopt the Parole System. This system refers to the early conditional release from prison and the supervised period that follows the release (in some cases). -
Bureau of Prisons
Congress established the Bureau of Prisons within the Department of Justice. The Federal Bureau of Prisons would become responsible for managing and regulating all federal correctional institutions and provide centralized administration for these facilities. -
Federal Prison Industries
The FPI was created by the Federal Statute in 1934. Now is the most important correctional program of the Department of Justice and was dedicated to helping inmates gain work skills -
"Balanced Model"
The FBP started the "Balanced Model" of incarceration. This model determines the goals of the prisons to "punishment, deterrence, incapacitation, and rehabilitation," which is still the prevailing philosophy of the bureau. -
