    Under the new Progressive Party governor Carlos Romero Barcelo comand he signed the BilingualCertification for teachers and this hasn't been put to practice untill know.This year the Bilingual Education Program was transfered to the Department of English.

    Popular Democratic Party was once more commanding Puerto Rico and the "return students" number was 15,436. Though this number appears to be low this help the goverment to get aprovals for four proyects for the English Certification for teachers.
