China was politiclly divided, and thus unstable. The Japanese wanted China's natural resources and saw this as perfect time so Kwantung Army of Japan invaded Manchuria and established puppet state of Manchukuo. -

Signed in Berlin, Italy, Germany, and Japan form the axis powers by agreeing on mutual assistance if anyone in axiss power is attacked. Pact was aimed at America(neutral) to reconsider joining the allies side. -
