FDR speaks of 4 Freedoms
"four freedoms"- freedom of speech, freedom of worship, freedom from want, freedom from fear. These freedoms were threatened by Nazi and Japan's militarism. Roosevelt thought that aiding Britain was the best way to avoid conflict. -
Lend-Lease Act
Act authorized Roosevelt to "sell, transfer to, exchange, lease, lend, or otherwise dispose of , to any such government any defense article." -

Roosevelt felt confined by limitations of the past Neutrality Acts. This Act included cash-and-carry provisions.
