Once upon a time, Hawaii wasn't a part of the U.S. There were American Entrepreneur's in the sugar business wanted it to be. They took over Hawaii, and forced the U.S. to annex it. They couldn't take military action against citizens but it was a perfect opportunity to take it for its strategic location.

The 18th amendment made alcohol illegal. Many people felt that alcohol was the reason crime, poverty, and violence against women were high. Once the amendment was passed, many people were not happy. you can't take away an amendment so the 21st was passed.
