New Hampshire

New Hampshire bought the number of ratifying states to nine.

New York

New York convention brought the number of states to ratify to 11.

Congress convention

Congress met in Ferderal Hall on Wall Street, New York City. It lacked majority so could not count electoral votes untill April 6.
