    The Volstead act was created to help the 18th amendment with the prohibition. When that failed, the 21st was rolling upon citizens.

    The Cullen-Harrison Act was signed by Franklin D. Roosevelt legalized the sale in the United States of beer with a alcohol level of 3.2% and wine with a similar low level.
