1976 was the year the Olympics allowed for swimmers to use goggles. They allowed for swimmers to see where they were going and have better orientation whilst swimming. -

Towing in swimming was a way for swimmers to feel what it would be like to reach their maximum potential speed. It helped them adapt and get a sense of how to reach their goal.
