The National Institue for the Deaf was established in Paris in 1760. It was the first special education school.

Jean_Marc Gaspard Itard
Jean Marc Gaspard Itard developed teaching techniques for teaching children with special needs. He used teaching techniques that he adapted from the deaf education to teach a feral child, and then he wrote a book about his teaching methods.

Rehabilitation Act
The Rehabilitation act created and funded programs for wounded soldiers and some citizens with disablities. This provided law that protected qualified people protection against discriminaiton.

Americans with Disablities Act
The Americans with Disabilites Act addressed issues related about acocomidating and provideing for people with disablities. Schools had to be designed or remodeled with studetns with physical disablities in mind to include things like brail, ramps, handrails and other things.

No Child left behind says that all students, including those with disabilities, to be proficient in math and reading.
