    The classification of Autism was introduced by Dr. Leo Lanner of John Hopkins University.
  • Brown v. Board of Education

    Brown v. Board of Education
    This historical court case that overturned Plessy v. Ferguson case saying that “Separate is not equal”. This ruling laid the foundation for the 1975 Individuals with Disabilities Act allowing free appropriate pubic education for all children with disabilities.

    In the Mills v. Board of Education of the District of Colombia December 17, 1971
    The U.S. District Court for the District of Columbia students classified as “Exceptional”. This includes those with mental and learning disabilities and behavioral issues. This ruling made it unlawful for the D.C. Board of Education to deny these individuals access to publicly funded educational opportunity.
  • PARC v. Pennsylvania

    PARC v. Pennsylvania
    School districts were required to identify and start teaching all children with M.R. (metal retardation). Congress passed legislation to ensure the right to special education for children with disabilities.

    Section 504
    Section 504 of the Rehabilitation Act allows protection from discrimination of special needs and disabilities. Is one of the first U.S federal civil rights laws offering protection for people with disabilities.

    This act was established to ensure that all pubic schools accepting federal funds were to provide equal access to education for children with physical and mental disabilities.

    Board of Ed. of Hendrick Hudson Central School District V. Rowley
    Amy Rowley who is a deaf student was denied by her school to provide a sign language interpreter. This violated the Education for Handicap Children Act . In 6-3 decision, the court ruled that public school are NOT required by law to provide sign language interpreters.

    Signed by Ronald Reagan, the Handicapped Children’s Protection Act was a law that gave parents of children with disabilities more say in the development of their child’s Individual Education Plan (IEP).

    Americans with Disabilities Act
    Signed into law by President George H. W. Bush, this act promises people with special needs will have the same rights as everyone. This law prohibits discrimination against individuals with disabilities in areas such as public life, work, schools, transportation, and all public and private places that are open to general public.

    Individuals with Disabilities Education ACT (IDEA)
    The Individuals with Disabilities Education Act (IDEA) was also signed into law by George H.W. Bush. This law includes 6 pillars: FAPE, LRE, IEP, evaluation, parent/student participation, and all procedural safeguards for participants.
  • No Child Left Behind Act

    No Child Left Behind Act
    No Child Left Behind was signed into law by President George W. Bush. The is new law placed focus on ensuring that states and schools boost the performances of certain groups of students such as English language learners, students in special education, and poor/minority children. This law was not enforced but allowed schools that did not comply to be at risk of Title I funding.
