PARC VS Commonwealth of Pennsylvania
In 1971,The Pennsylvania Association for Retarded Children (PARC) made a claim that the state denied children with a mental disability a free appropriate public education. In 1972, a U.S. District Court judge ruled that the Pennsylvania education law was deemed unconstitutional and children with disabilities must be given access to the public school system .
