The warlords of the Mujahideen finally surrendered the capital, Kabul, which caused Najibullah to disband the government and both sides sought to make an agreement. Gulbuddin Hekmatyar hindered the agreement, leading to more years of fighting. -

After the fall of the Soviet government, the Taliban are the first group to establish some form of viable government, and introduce a series of extremist Islamic laws.
