    Texas would keep the land but, for recompense for loss be given 10 million dollar. New Mexico, Nevada, Arizona, California and Utah would be free states.

    Declared Missouri compromise unconstitutional and allowed blacks to become citizens since they would included in such things as voting. Slavers are considered property and property was protected.
