    Shamil Baseyev’s view as a terrorist began in 1991. During the 1994 war, he became the head of the Chechen rebels when he hijacked a Russian’s plan. The most ferocious attack he had was a raid in a school in Beslan that killed 331 people. Over half of them were children. He was killed in July, 2006.

We are obliged to put an end to the spread of the cancer of terrorism."

    In July of 2006, Russia and Ramzan Kadyrov promoted an amnesty program. This program was for militants to say if they committed a crime and they wouldn’t be prosecuted. The militants had until January of 2007. 500 militants signed up for the program.
