1941 Blanton S. Winthrop
Blanton S. Winthrop's policy was modified. English was re-established as the language of instruction in the secondary schools. -
1948 The first Governor was elected in Puerto Rico
Luis Munoz Marin was elected to be Puerto Rico's governor.
He established Spanish as the language of instruction in all grades. One period of English was taught as a second language. -
1991 Law # 4
"Spanish Only" legislation was approved by the Popular Party. -
1991 Governor Rafael Hernandez Colon
The Governor Mr. Hernandez declared Spanish as an official language -
1993 The Law was revoked
The " Spanish Only" was revoked and substituted for Law Number 1. Established both English and Spanish to be an official language in Puerto Rico. -

Jose Arsenio, Secretary of Education named a Principle for the Bilingual Program. -
2009 Governor Luis Fortuno
Governor Luis Fortuno was elected. He wants Puerto Rico to become the 51st state. He has envisioned School's in Puerto Rico to become bilingual currently and to expand all over the island in a near future. His proposal is to implement bilingual education in that way Puerto Ricans will be able to compete professionally, academically and politically speaking.
