    Albert B. Fall convinced Secretary of the Navy to transfer government's control of oil reserves at Elk Hill, California, and Teapot Dome, wyoming and the Department of the Interior. Fall leased Teapot Dome to the Mammoth Oil Company. Leases were made without competitive bidding. An investigation was later held and proved the SInclair group had given Fall a very large amount of money without interest. Harding was not apart of the criminal activity.
