    Thomas Mifflin is Pennsylvania’s first governor. Pennsylvanians were becoming dissatisfied with there new constitution.

    The US Government passes a tax on whiskey. Many who opposed the new Constitution did not want to sign until it contained a Bill of Rights.

    Alexander Hamilton, secretary of the treasury, proposed a series of taxes to raise revenue for the new government. The most controversial of these taxes was an excise tax on whiskey.

    German Americans of eastern Pennsylvania rose to protest another another direct tax. When an undeclared war broke out between the US and France, President John Adams asked Congress to raise money to fund the army and navy.

    The treaty of Paris had officially ended the Revolutionary War between the United States and Great Britain, but British ships still harassed American ships on the ocean. United States officials complained about thee actions on the high seas, but British officials ignored the complaints.
