    Estates General met in may of 1789. Normally, each estate would meet and vote seperately. Each estate had one vote and their was three so in this method, one and two would outvote the third.     The streets and common people heard that the royal troops were in the capitol so over 800 parisians were outside the bastille and wanted weapons and ammo.
