Dr. John Eaton – Ex Commissioner of the Department of Education in the United States and Victor Clark- Assistant Commissioner established that Puerto Rican teachers should learn English in order to have better opportunities of being hired. -

1972-1976
The Popular Democratic Party bilingual projects implemented in schools Padre Rufo and Pope John XXIII. Bilingual Cultural Project exists for years in the DPP is in power. Projects also continue Padre Rufo schools and Pope John XXIII, projects are added "Preschool Education", the Cultural Transitional Bilingual Program and Bilingual Education Project.
