The Beginning
City, Town, and County Health Boards created, by Mayor and Common council, Town Trustees, and Board of County Commissioners respectively. Each will have a secretary who shall be the executive officer of the board and shall serve as health officer for one year. -
Subordinate
The Board of Health of each county shall be subordinate to the State Board. It shall be the duty of County Boards of Health to promulgate and enforce all rules and regulations of the State Board -

City and town boards are subordinate to the County Board -
In every county there shall be a county health commissioner who shall be elected for the term of 4 years by the board of commissioners of each county.

In every incorporated city there shall be a department of health:
Composed of a board of 3 commissioners appointed by the Mayor:
a. Not more than 2 of whom shall be of the same political party
b. At least 2 of whom shall be physicians well informed in hygiene and sanitary science
c. Who shall serve a term of 4 years
d. Shall be known as city board of health -
Small Counties may Unite City and County Health Departments to create on County Health Department
Counties with a population of less than 30,000 inhabitants, the board of county commissioners may upon agreement with the mayor or mayors of any or all the incorporated cities consolidate the city board or boards of health with the office of county health commissioner and appoint for the term of 4 years a single health officer -
Two Counties may combine to create one full time county health department.
