  • Department of Public Instruction Foundation

    A commissioner is assigned for the Department of Public Instruction. The educational policy was to preserve Spanish and acquire English as a special subject in elementary grades and in the upper grades English was going to be main teaching language and Spanish would be taught as a special subject.

    The Increase of English

    The use of English increase in schools with the purpose of making it the official language. At that time many teachers were sended to E.U. to study, also Legislation was passed to convert the Insular school at University of P.R. and a System of classification of teachers was stablished.
  • Suppression of Spanish

    Studies in English were prepared and organized. The monthly salary increase was announced for the teacher that were qualified to work with the English and a binding law was adopted in which teachers should make an annual test of English, If they faile they could be suspended or his license could be canceled.

    The number of Puerto Rican teachers licensed to teach in English increase and the English language was established as the basis of teaching with an enrollmento of 35,000 students.

    The linguistic controversy continued. Breaks the First World War and the citizenship is given to Puerto Rican. The Commissioner Miller leaves his possition and leaves the island after several incidents with students and debates with Jose de Diego who defended Spanish.

  • Implant of Bilingual Program

    The US president compained that Puerto Ricans did not learn English after 38 years from the American occupation and he wanted that all instrution were in English so next generations could speak English and he tried to implant a bilingual program but it was too late and many public protest didn't allowed it.

    The Return of Spanish Language

    Spanish returned to prevail through sixth grade then as the medium of instruction up to ninth grade.
  • End of Bilingualism Debate

    The debate on bilingualism ended and the Spanish as the official language of instruction at all levels in public schools decreed. And that's has been the educative policy till then from now.
  • National Defense Education Act

    This provided funds to public and private schools at all levels to advance the areas of science, math, and modern foreign languages. and also provided aid to English as a Second Language programs.
  • Elementary and Secondary Education Act

    Provides funds to elementary and secondary education and also emphasizes equal access to education.
  • Elementary and Secondary Education Act, Title VII

    Became a federal statute under Title VII of the Elementary and Secondary Education Amendment of 1967 and provided federal aid for the Bilingual Education Act of 1968.
  • Bilingual Education Act

    The BEA is signed.
  • "Bilingual Education" Program

    The Department of Education and Universities requested funds to meet the needs of students that were returning from eE.U. this program called "Bilingual Education" may include teaching Spanish, English maintenance, Puerto Rican culture, social services and other support.
  • Bilingual Projects are Implanted

    In Puerto Rico bilingual projects are implanted under the government Popular Democratic Party to Padre Rufo and Papa Juan XXIII school. Projects like "Preschool Teaching", The Cultural Transition Bilingual Program, Bilingual Education Project, State Plan and the bilingual education certification law was signed.

    The bilingual education program was no longer program and the projects were transfer to the English department.
  • Amendment of BEA of 1968

    Guidelines were saw in the Bilingual Education Act as too inflexible and the act was amended offering Title VII programs the option of using English-only instruction.

    Four projects were approved for the Education Department in Puerto Rico, two for the Metropolitan University, one for the Sacred Heart as second language and two in Turabo University.
  • Rise of Bilingual Education

    Bilingual education projects are again autonomous and a director for bilingual education was named.
  • No Child Left Behind Act

    Was originally the Bilingual Education and Elementary and Secondary Education Act of 1964-5. Expanded the federal role in public education through annual testing, annual academic progress, report cards, teacher qualifications, and funding changes.
  • Puerto Rico Bilingual by 2022

    Governor Luis Fortuno want all public schools to teach all courses in English instead of Spanish and he wants that all public school students be bilingual within 10 years.
